Central and Eastern Europe is at a pivotal moment, with millions of homes still awaiting access and policymakers under pressure to deliver on the EU’s digital decade ambitions. This panel brought together an exceptional mix of voices - from National Regulatory Authorities and government representatives to the European Commission and leading operators - to explore how regulation can act as both catalyst and safeguard for next-generation connectivity. Discussions addressed the region’s most pressing policy questions, from copper switch-off strategies and investment frameworks to open-access models, and the balance between public and private funding. By uniting regulatory expertise with the practical insights of operators, the session discussed how to accelerate fibre rollout at scale while ensuring resilient, inclusive, and sustainable digital growth across CEE.
